Very nice piece of work. Thank you so much to all of you (especially Caleb and Russell) for doing this and for the most excellent writeup!
(One very minor nit: the phrase “does not provide coverage to 90%” in the final conclusions is a bit awkward and might confuse an inattentive reader. Instead, might I suggest “fails to meet the 90% coverage criterion”?)

Thanks Bart! Unfortunately, the report is published, warts and all, so your nit, while no doubt entirely justified, is regrettably untimely.
Oh, and “all of you” is largely the same set as “Caleb and Russell”, though we had some help as we indicated in our acknowledgements.
By the way, one of the things the report PDF doesn’t capture very well is the detail available in the GIS data. I (and perhaps Caleb as well) would be happy to present this stuff in person if someone is interested. Feel free to contact me or Caleb and I am sure we can arrange something.
